ELMO

 

Overview

The Electromagnetic Layer for Multi-domain Operations (ELMO) project, developed by the NATO Modelling & Simulation Centre of Excellence (M&S COE), continues its evolution as a synthetic environment designed to virtualize and analyse Electromagnetic Spectrum Operations (EMSO) within Multi-Domain Operations (MDO). Building upon the interoperability achievements demonstrated in 2024, including jamming area calculation, radar coverage assessment, georeferenced data exchange, and integration with Computer Generated Forces (CGF) systems through WISDOM and HLA 1516e standards, ELMO has undergone significant capability enhancements.

The latest version of ELMO introduces three major functionalities fully integrated into the Graphical User Interface (GUI).

First, a Hardware-in-the-Loop (HIL) capability enables real-time interaction between the synthetic environment and radar equipment through a software-defined Radar Target Generator (RTG). Dynamic parameters such as target range, Doppler shift, and signal-to-noise-plus-jamming indicators are exchanged in real time, allowing realistic Test & Evaluation (T&E) and experimentation activities where virtual EMSO effects directly influence physical radar systems.

Second, ELMO now includes a Mesh Mobile Ad hoc Network (MANET) module capable of evaluating optimal communication routes within contested electromagnetic environments. The system dynamically adapts network paths according to node mobility, enemy jamming activity, and weather effects, providing an innovative representation of modern battlefield infostructures and resilient tactical communications.

Third, ELMO extends beyond the radio-frequency domain through the integration of an Electro-Optical/Infrared (EO-IR) module. This capability supports infrared image generation, object recognition, and EO-IR experimentation using artificial intelligence techniques and thermal imagery. By correlating EO-IR observations with electromagnetic effects and EMSO events, ELMO enables multi-layer analysis across sensing domains and enhances situational awareness in synthetic environments.

These new capabilities complement the existing ELMO functions for DF/FDOA geolocation, radar-guided threat assessment, GNSS/PNT analysis, Electronic Support Measures (ESM), and georeferenced electromagnetic effect area generation. The integration of HIL, Mesh MANET, and EO-IR functionalities within a unified GUI further strengthens ELMO as a versatile and interoperable platform supporting Education and Training, Support to Operations, Concept Development and Experimentation, Mission Rehearsal, Test & Evaluation, and Procurement activities.
